Prison authorities working to strengthen staff capacity

The Tanzania Prison Services (TPS) is implementing a 15-year strategic plan to ensure that its officers can work in any country in the world.
 
The plan was unveiled here yesterday by a consultant responsible for reform in prisons, Dr Haji Semboja, when he presented a subject on the importance of improving the force during the annual general meeting of senior prison officers held here.
 
Dr Semboja, who is a lecturer at the University of Dar es Salaam (UDSM), said in order to reform prisons there has to be a special college that will produce graduates with diplomas and master degrees on issues related to prisons.
He said the college should also be recognised on the international level so that its  graduates would be able to work anywhere in the world.
 
“If we are determined to reform prisons, people should acquire education on them apart from other professions. Thus we must have a special college which will provide the  training  up to master degree level,” said Dr Semboja.
 
He said the plan will enable prisons to dispatch officers even when needed by the United Nations to work in any country. Dr Semboja said such a plan has also been implemented in other African countries in the past ten years. Thus it was now high time for Tanzania  to implement  similar reforms in prisons so that it can be recognised internationally.
 
The Commissioner of Prisons, John Minja, said currently the TPS was implementing several reforms. They include looking for an investor who would work as a partner in order to increase production in  prisons and hence reduce the government budget for prisoners.
 
He said in implementing the plans, the TPS was putting final touches to irrigation infrastructure for projects which have water sources so as to shift from depending on rains.
